These are the Ukrainian pirates that were captured by Russia’s navy after illegally entering the Kerch strait.
The one on the right carries his medals on him (possibly because they were essentially sent on a suicide mission). In fact, a former Ukrainian general stated official Kiev hoped the Russian navy will simply kill the sailors after entering the Kerch strait in order to cause a major incident and for Poroshenko to extend his mandate.
