An audit into the Ministry of Justice back in 2021 found that the Ministry of Justice led by DUI-UCK cannot account for 105,000 birth certificates who have been issued without a serial number. What this means, you can type the birth certificate literally to anyone, enter them in the system and issue them a passport. You can’t track the history of it, since the certificates were issued without a serial number.
Fast forward to 2024 and you have Bujar Osmani handing thousands of passports to Albanians in Munich, Germany.
